In the Name of Allah, Most Gracious, Most Merciful

Hezb-e-Islami of Afghanistan, as the legitimate and revolutionary movement of our country, seeks to fully implement the broad and all-sided policy which Islam has envisaged for the healthy leadership of the human way of living.

The Hezb opines that the only solution to all the problems and adversities engulfing the human life can be achieved through through the establishment and consolidation of the savior Islamic order. Until and unless the Islamic Code of Justice (Shari ' ah) is implemented in all spheres of the social life of the people, humanity will for ever be confronted with problems and adversities. Hence, development and perfection of thier social order shall never be completely achieved.

History is living witness to the fact that when corruption penatrates any field of the human life, the following basic factors have had an important role towards its generalization and proliferation:

1. Almighty God's religious commandments have been ignored.
2. Valuable teachings of God's Messengers -- as basic principles of life -- have not been accepted.
3. The concept of calling to account (accountability) in the Hereafter, has been totally suppressed (crushed).

In any community, where the social life of the people is based on personal whims and carnal desires of powerful masters (landlords) instead of the above-mentioned principles, equity and justice have, willy-nilly, been replaced by illogical talks and oppresion.

Yes, unless obedience to Almighty, faith in resurrection and following of the valuable teachings of the mesengers of God (PBUT) are not adhered to, establishment of justice and equity in a community will not be possible. Without due regard to these principles whatever steps are taken towards the establishment of real justice on the basis of any belief or opinion, these efforts will have no result other than to give a new shape to oppressions and atrocities.

Although there are many in our country who are faithful to these principles, yet an order which would be supported by a great majority of the people , has not yet been fully (practically) established and the living conditions (standards) of the people are by no means based upon their beliefs. Hence, despite the fact that Afghanistan is an Islamic country, the nation has remained ignorant and are deprived of the outstanding merits of an Islamic regime. They have neither themselves benefited from the guidance provided by Islam, nor can they be of any use to others in this respect.

The Hezb-e-Islami of Afghanistan is determined (will see to it) that life- saving values of Islam will earn a good standing in all spheres of the social life of the muslims and that their social relations are organised on Islamic concept, durable and persistent struggle against ignorance of any kind constitute the main objectives of our party.

The Hezb is of the opinion that unless and until the goverment as well as their heads undergo a positive change, no reformatory programme can ever be implemented.Corrupt goverments always hinder the implementation of such programmes and are, instead, supporting agents of corruption and seduction. Without first reforming the ruling party or regime, it will neither be possible to correct the individual nor will it be feasable to establish or strengthen total equity or justice.

The Hezb will beseige all possible means and facilities and will use all necessary mesures in an effort to taking positive steps towards reforming the ruling regime and by this means to paving the way for bringing Islamic reforms instead.

The objectives of the Hezb can be summerized in the following few sentences:

• Adherence to Islamic Principles: Following the foot-steps of the Caliphs and carrying out all Islamic orders.
   
• Total eradication of oppresion and exploitations; closing the dens for immorality and evil-doing; organizing social life on the basis of Islamic Principles and bringing fair justice to all nooks and corners of the social life.
   
• Developing and fostering virtues and righteousness and wageing an all -out war against corruption and evils.
   
• Bringing to an end despotic and atrocious rules, stabilizing a rule of law and order and establishing a goverrnment which will work for the people.
   
• Generalizing Islamic mentality; restoring the Islamic sentiments of the public and nourishing their religious feelings and senses.
   
• Peaceful efforts towards summoning the people to accept Islam throughout the world.
