Stop Fast Track and the
FTAA
Our calls and letters are paying off. Republican leadership
tried and failed to bring Fast Track to a vote in July. They will
try again in September or October. Keep up the pressure!
Act now to prevent a major victory for corporate globalizers.
The Bush administration is seeking “Fast Track” authority
from Congress to negotiate new predatory trade deals. These include
the Free Trade Area of the Americas (FTAA), which would expand NAFTA
throughout the hemisphere, and bring even broader powers to the WTO.
Defeating Fast Track is the single most effective thing we can do to
stop the FTAA and WTO expansion.
Fast Track allows the administration to negotiate trade
deals, sign them, and bring them to Congress on a simple up-or-down
vote, no amendments allowed. Without Fast Track authority,
completion of the FTAA will be almost impossible.
Republican House of Representatives leadership tried to bring
Fast Track to a floor vote in July, but failed to muster the votes
to make that viable.
When Congress returns to session in September, we can expect
Republicans and many Democrats to come up with a “compromise”
version of Fast Track. This version likely will include ineffective,
non-binding language about labor and the environment—it will not
actually require trade deals to provide protections in either area.
It is urgent that supporters of global justice
continue to contact their Representatives throughout the August
Congressional recess and urge them to oppose Fast Track. Let them
know that lip service on labor and the environment will not be
enough to cover up Fast Track’s underlying problems.

LETTER:
Dear Representative [INSERT NAME]:
I’m writing to urge you to oppose Fast Track trade promotion authority. Fast
Track’s current purpose is to pass the Free Trade Area of the Americas (FTAA), but clearly its flawed NAFTA model has been bad for the United States, Canada and Mexico.
The U.S., for example, lost hundreds of thousands of manufacturing jobs under NAFTA. Farm income declined, even as exports rose. Environmental protections have been sacrificed to corporate profit via
NAFTA’s Chapter 11, and U.S. highway safety will be at risk as unsafe Mexican trucks gain access. Mexico, meanwhile, has gained hundreds of thousands of inhumane sweatshop jobs while still suffering a net loss of employment and a 25% drop in standard of living.
Using the FTAA to extend NAFTA into 31 more countries will only compound these problems. Even worse, the FTAA would likely require public services to be put up for private bidding. This very dangerous move could harm everything from public education to the availability of safe, affordable drinking water for our homes.
Trade, if done fairly, can bring advantages. But the NAFTA model has harmed a majority while benefiting only the corporate elite, as will the FTAA.
Adding ineffective language about labor and the environment to Fast
Track will not make it acceptable. I strongly urge you to oppose
Fast Track and any other legislation that promotes corporate profit at the expense of basic human needs and rights.
