GENERAL 

General

This is an obvious fact that Afghanistan is an Islamic country the existence of which has been maintained with the blood of many faithful Muslims. Its territorial integrity, however, has been defended by the lives of pious Mujaheds.

Hence, political and cultural manoeuvres used for the spread of secular beliefs and opinions in this country, in an obvious effort to transforming the Islamic community of Afghanistan are, in fact, synonymous with struggles made for the complete eradication of the historical existence of our country. Hezb-e-Islami of Afghanistan, as the staunch supporter of the existence and well-being of the country, will obviously fight against all these conspiracies

Defending the territorial integrity, liberty, soveriegnity and unity of the country is an important duty of the Islamic movement. Political activities towards the division of the country on the basis of linguistic, local, regional, racial and class distinctions will be faced with strong resistance from the Hezb.

From our viewpoint, freedom and existence of the country, well-being and prosperity of the nation can only be maintained when the feelings of unity and brotherhood are revived through the rank and file of the society and that the social order is strengthened on the basis of fair justice and in such a manner that there is no segregation or favouritism on the basis of racial, linguistic, regional or class considerations, and that everyone will enjoy his legitimate rights with full confidence; only worship and righteousness can be a standard for distinctions, if any.

We are confident that until and unless the following points are accepted truly and sincerely, the establishment of a strong and stable government in the country will never be possible:

    1. Since the large majority of the nation are in favour of an Islamic order in the country, therefore, the rule of such a government should be practically accepted. Those, not in full agreement with this indisputable fact and are struggling in the opposite direction for a secular government, will be the real foes of duty (obligation) of all the individuals.
       
    2. The territory of Afghanistan is the common land of all the faithful individuals of the country and not the personal dynasty of any specific family. Therefore, nobody has the right to unlawfully act on behalf of By allowing some individuals to establish a despotic regime would prevent the people from taking part in national affairs and make sovereignty and ruling as if these were privately owned or inherited by any specific person.
       
    3. The political leadership of the country should be organized in the light of Islamic principles and with the consent and guidance of true representatives of the nation. Those political leaders who have failed to earn the confidence of the legitimate and lawful representatives of the people, shall never be able to tackle domestic crises or to take firm and positive steps forward towards progress and prosperity.
       
    4. Every Muslim individual of the community is entitled, in principle, to express his opinion regarding national problems and, by suppressing this right the individuals may resort to other means to vent their feelings which will, inevitably, new complications for the nation.
       
    5. Complete prevention, from sabotage activities, of all those political groups which do not confirm the Islamic status of Afghanistan or are aiming at bringing a secular regime into power and are against the unity and well-being of the country.
       
    6. Hezb-e-Islami of Afghanistan is campaigning for the establishment of such a social order in the country which will possess the following values, principles and programmes in all aspects of our social life:
