Gerrymandering is the name given to the practice of drawing up political districts in a contorted fashion so as to get a particular electoral outcome. If a district is composed in such a way that registered voters of one party significantly outnumber the other party then the outcome of elections in that district will be very one-sided.

 No. Just another example of gerrymandering to protect those in power.

After the 2000 census, the Democrats and Republicans in the California legislature got together to decide how to redistrict California. They decided to take the safe route and compromised in arranging all the new districts in a contorted manner so that every Congressional incumbent in the 2002 election is protected by a sizeable partisan majority. In district 15 for example, of the voters registered in one of the two major parties, 58.7% are Democrats and 41.3% are Republicans. That's a spread of 17.4% that a Republican challenger would have to overcome with independent, 3rd party, and defecting Democratic votes. This is next to impossible. And if it's impossible for the 2nd party to win then it's certainly impossible for any 3rd party to win.

The recent redistricting has taken the California Congressional races from two party races, which is bad enough, to one party races that have already been decided. So if you're going to vote, please make your vote an endorsement of liberty rather than more of the same statism from the Republicrats. Vote Libertarian!
