Just Read, Florida!


Earlier this year, Governor Bush outlined his statewide reading plan to ensure all students read at grade level by 2012 – Just Read, Florida!

Governor Bush proposes a reading professional development and certification program for teachers, creating the nation’s #1 reading research center, and an Internet reading classroom for teachers.

Governor Bush has also asked the Department of Education to conduct two program reviews to make Florida eligible for the federal government’s “Reading First” initiative.  One review will be of College of Education reading instruction courses, and the second will be of the state’s teacher certification standards in reading.

Under the A+ Plan, Florida students are making great progress.  By providing teachers with the most up-to-date and effective tools to teach reading, our students will make even greater learning gains.

Major elements of Just Read, Florida! include:

Teacher Training and Certification in Reading

· Through an unprecedented commitment from 5 major textbook publishers, 100 free hours of teacher training in reading curriculum will be provided this summer for every teacher in grades K-5.

· This summer, K-5 teachers attended training seminars at Florida Reading Academies in the latest methods of reading instruction.  

· Also this summer, principals of schools with low-performing reading scores attended a week-long institute to receive help in applying for federal Reading First funding and in implementing a school-wide research-based reading instruction system.

· Teachers and administrators for grades 6-12 can now apply for stipends to attend college reading courses so they may learn best practices on identifying struggling secondary readers and teaching them to catch up.

· This fall, teachers will be able to apply for reading endorsement certification after completing 12 hours of specialized training.  Endorsements reflect a teacher’s level of expertise, and make them more marketable in their profession.  Current endorsements include gifted, middle grades and English for Speakers of Other Languages (ESOL).

A New Reading Research Center at Florida State University

With the mission of creating, tracking and using cutting edge reading research, the Center will serve as a hub for Florida’s educators to share knowledge and strategies.  Activities will focus on:

· Producing a comprehensive collection of reading development, assessment and instruction research aimed at improving reading skills.

· Using the best research methods to examine and correct problems in ineffective reading policies and practices.

· Distributing new reading research on a regular basis to reading teachers across the state.

Creation of Internet Reading Classroom for Teachers

This new interactive online system allows teachers and administrators across the state to access research-based reading instruction tips, to apply for re-certification online, and to receive instant feedback via e-mail, instant messaging, telephone, and a chat room.
